I don't know the programs, I'm building the pc for a friend who is focusing on graphic designing.

I don't think programs like flash or photoshop require much power to run. Spend money on a nice drawing tablet, high end IPS monitor, mechanical keyboard and a good accurate mouse.

 

The specs of the computer would be :

I5 6400

16GB RAM

250GB SSD and 1TB HDD

Corsair CX 450M as the PSU

 

You can upgrade the CPU and SSD and possibly include a GPU, but I don't think you will need more than that.

Hmm... well if it's for 2D he has waaay to big of a budget, unless he'll be working on giant-ass TIFF files from photoshop while rendering out a movie in After Effects.

For 2D, and fitting in the budget, I'd say:

-i7-6800k because 6C 12T, and core counts matter in 2D

-Mobo is up to you, but high memory is recommended for both 2D and 3D

-I'd say around 32G DDR4, if you can get ECC DDR4 for a reasonable-ish price it's really nice to have in a workstation

-Gpu would probably only need to be a 1060, 1070 if you're feelin' lucky

-of course do the math on watts or let PCPartpicker do that for you

-SSD all day every day. PCI-E over M.2 over SATA every day. Intel's 750 series is recommended because of reliability and speed (http://tinyurl.com/jeok86g)

Welp, i forgot to mention 3D.

Instead of a high core count CPU, go i5-6500k and spring for the new pascal Titan
