permissions on external hdd

I noticed, that for a longer time already, the folder structure on ext. harddisk has a permission issue.

 

I am on Windows 10.

Whenever I try to create new folders within that directory*, I get a pop up that I need additional permissions. 

For everyone and SYSTEM, I have full control. I now set full control to my username as well. 

But CREATOR OWNER doesn't have any permissions set and also, it doesn't allow me to change them.. the icon of that folder also has a small lock (not sure if that plays any role here).

 

Two questions:

1. what is the reason for this to happen ? I didn't change anything before..

2. How can I resolve this issue ?

 

*within Mac, it doesn't allow me to even copy files from that directory
