my 2 year old pc (that wasn't made) isn't running new games (battlefield-1,fallout-4,evolve etc...) and i was thinking of upgrading it but the psu and the case and the motherboard are outdated (i have the HP elitedesk 800 g1 tower) and the main question is what will give me more frames per dollar? (aka what is better in performance and budget)

You really didn't give any spec to what's actually in it. I looked it up and there's different configs. Anyhow, you can upgrade the GPU and switch to a SSD, but as far as the gpu is concerned you will be pressed for space.

Replace the whole thing. Just took a look again.

Most prebuilts don't have graphics cards, the most important part of a gaming PC. The 800 G1 Desktop does appear to support low-profile cards and has a single PCIe x16 slot. It does have a 320 W power supply (doesn't look like an ATX PSU), though, and it doesn't look like it'll support full-sized cards, so you are very limited here on what you can do. You may be able to fit a low-profile 750 Ti, at best.

Also, I'd also upgrade the RAM to at least 8 GB of RAM if it doesn't have that much. You really don't have much excuse to not have 8 GB of RAM, and many of those games will choke if there isn't enough RAM.

Honestly, I'd just buy a new computer. You might be able to recycle some of the hardware from this machine if you want to build one from scratch.
