Will it perform ?

I really need your help upgrading my system guys ! 
so the deal is, I already have this kinda old desktop with a i7 950 and a gtx480 and I want to upgrade my gpu to a gtx 960 ( I am limited on budget so no top tier stuff yet  ) and I have 2 questions for you guys : 
1-Will the i7 950 bottleneck gtx960's performance ? will I still be able to oc it since I am getting the EVGA SSC 4Gb model ?
2-Is the i7 950 still a decent option for light 3d modeling, as an architecture student I will start using archicad and autocad soon ...

any help will be appreciated, thanks in advance guys

1 - probably not but the 960's performance is shit and the price is offensive. Get the RX 470 - it costs 10$ more but performs 50% better.
2 - probably not great - it's an archaic CPU.

Thank you so much for taking time to respond  I'd appreciate if you can give me some examples of cpus that won't hurt my budget too much but will still be able to run archicad at least. also is it mandatory to get a i7 core for it or is it just a misconception ?

You don't NEED an i7 usually but a better CPU does help. I'd suggest looking at 2nd hand Ivy bridge CPUs if you can find a cheap motherboard. i7 3770 or 3770K for example

it's LGA1366  I believe 
P.S : I forgot to mention ( which is stupid of me and I am sorry ) that the gtx 960 I mentioned earlier is actually the :EVGA GTX 960 4GB SSC GAMING ACX 2.0+ 4GB GDDR5 ... would that make any difference ? since that and rx 470 are the same price

the 960 core is weak and performs like utter shit under DX12. The RX 470 is about 50% faster under DX11 and 60% faster under DX12.

You may want to get a new board - look at Haswell.

Get the GPU first then see if you can at least get a cheap 1155 board and an i7 3770.
