May I ask why you're limiting yourself to only $800? I would suggest adding about $200 to that max budget just so you can get a little more flexibility with your build but of course this is just me saying it.

You can have flexibility with $800, any budget is flexible.

If we were to hypothetically say that he didn't have an OS to begin with or had no way of getting it from a friend; then that would be anywhere from $70-200 depending on the OS version he/she got. Unless the person in question lives in a part of the world where computer components like the stuff he's looking for sells frequently for stupid cheap prices; then I would argue that your logic is flawed. Don't take that as me trying to attack you; I'm just trying to say that my experience with PC part shopping simply contradicts what you say.

You'll want a better CPU, the 4300 will bottleneck most current graphics cards. I added an operating system because you will probably need that, I also switched the 480 with a 470 so you wouldn't have to compensate so much with the other parts in your PC. The reason I didn't add a CPU cooler is that you can use the reference cooler until you can save up money to buy a good cooler. No shame in reference. I hope I helped and ask me any questions you have. :)

No problem, I understand what you mean. My point is that he can downgrade some of the parts and be able to fit the OS into his budget. I modified his part list to make everything fit better into his budget: http://pcpartpicker.com/list/Kmrzf8
