All the rating means is efficiency when taking power from the wall and providing it to your components. It makes no difference for oc'ing.

I know but paying for electricity is a thing, and I don't want my mom taking my PC away because im using too much power.

The efficiency of the psu makes very little difference if you're just using the PC normally. It might be a few bucks and likely less than how much more you spend for a higher rated psu. It only makes a noteworthy difference if you run the system at load 24/7.
