Odd Scrolling issue....

I am currently having this odd issue when I am scrolling down in a windows explorer window. At what seems to be consistent intervals the window will be rest to the top of the list without my input to do so. What strikes me as odd is that this only occurs in windows explorer and that it occurs across both of my windows ten machines; A Lenovo Yoga 900, and a custom gaming desktop driven by an i5 3570k and a Radeon HD7950 3GB.
