Q6600 for 1080p30 16Mbps video editing?

So at the moment I do all of my editing with my  G3258 @ 4.5 and my 7950, and while this machine knocks it out of the ballpark, the only issue is my network. Since I keep all my footage on my second PC (rocking said Q6600 @ stock and a GTX 480), it REALLY sucks to edit (network throughput is about 5-7Mbps). I don't really have the space to edit the videos on my PC, so I have to ask: How bad is the Q6600 just for the actual editing part? I know firsthand that for actual exporting it's about equal to my Pentium running with a lone core and an 1/8th. But what I need to know is how it does scrubbing through, doing basic cuts/film dissolves, and then the occasional drop shadow and such. Unfortunately, YouTube doesn't seem to offer much in the way of videos showing this.

 

And before anyone asks why I don't do this myself: Windows is installing updates and it will take an eternity to do them.

 

EDIT: Forgot to mention I'm using Premiere CC 2015 and a wired connection to said PC.

I'd recommend trying it yourself :P  Nobody else has your specific computer setup to try an unnamed video editing software.  I'd probably recommend try the Q6600 since you can just have it render for a long time, or getting a WIRED connection.  That would be the real killer since Wired connections allow those of us with not great wifi to get very fast speeds, and they can fully utilize the speed of the HDD.

 

Might want to find a multi-core exporting software too :P

The Xeon E3 1231 V3 IS BETTER Than the Core i5 4690K and a Significantly better value for the non-overclockers or value shoppers.

Since thats the case, my main guess is that the Q6600 is an ancient installation on Windows/whatever you have.  I think the OS install sounds hosed, literally  No hard drive can be that slow, and your network card shouldn't be that bad.  I recommend giving your Q6600 a fresh installation of Windows...  4 cores on the Q6600 should be able to dominate a Pentium 4 if Premiere is a multi-threaded program.

Windows is literally 2 hours old and is installing the first batch of updates. The issue with my network is just our router that is just... No.

scrubbing and playback will be depending on your GPU at times, and CPU at times, try it
