RX 470 bottleneck?

I did a 3DMark Firestrike 1.1 and it said my GPU is ready to rumble (MSI RX 470 4gb) but it says my CPU is an i5 4590. Is there really a bottleneck or is it false?

Not a chance. The benchmark is coded to fully use both CPU and GPU but for the real world, no way.

Your 4590 should be able to handle a 1070 and 1080 with no issue at 60hz.

Could be thermal throttling. Try running benchmark with high fan speed.
If not, uninstall AMD and Nvidia(if you had installed them at any point) drivers using Display Driver Uninstaller from guru3D.
Remember to select AMD and uninstalll and then select Nvidia and uninstall(or vice versa, just have to uninstall both) since its specific uninstall(doesn't uninstall both AMD and Nvidia drivers at once. Then try the benchmarks.
