All USB devices disconnect and reconnect rapidly when webcam is enabled or device(s) is plugged in / unplugged.

Hey guys, I could really use some help.

 

Yesterday, I flashed my BIOS on my ASUS X99-A/USB 3.1, as the version I was running was from September of 2015. That went well enough, and ultimately resulted in no issues... Or so it seemed, I suppose. 

After flashing my BIOS and re-setting my overclocks and preferences, everything was working fine, and for the most part has still been fine. However, an issue I had many moons ago has resurfaced. During Skype calls, if I attempt to turn on my webcam (Logitech C920) after a few minutes of using the camera, all of my USB devices -- including my eHDD, mouse, keyboard, gamepad wireless receiver -- will all power down, followed by the Windows disconnect noise. Then they immediately power back on, and I'm met with my eHDD popping up as if it was just reconnected. 

 

I've tried to reinstall my USB drivers, I've moved devices around, and I've restarted my PC a handful of times. None of this has worked. Outside of enabling my camera on Skype, the only other time it seems to do this cycle is if I unplug or re-plug things on the rear I/O. This also happens regardless of whether my ehDD is plugged in, and regardless if I am using my USB 3.1 ports or not.

 

I am running Windows 10 Pr 64-bit on the latest version, all of my drivers are up to date, and all of my hardware is in my forum signature below.

Reinstall windows and install the latest drivers from the website (try not to install bloatware such as AI suite, just install the drivers)

I had an issue where my computer had trouble going to sleep, and a simple reinstall fixed it

Dell was having a $600 off sale for the fully specced out model, so I decided to get it :P

Fully specced out early 2013 Macbook "pro" with gt 650m and constant 105c temperature on the CPU (GPU is 80-90C) when doing anything intensive...

A 2013 laptop with a regular sized battery still has better battery life than a 2017 laptop with a massive battery! I think this is a testament to apple's ability at making laptops, or maybe how little CPU technology has improved even 4+ years later (at least, until the recent introduction of 15W 4 core CPUs). Anyway, I'm never going to get a 35W CPU laptop again unless battery technology becomes ~5x better than as it is in 2018.

Apple knows how to make proper consumer-grade laptops (they don't know how to make pro laptops though). I guess this mostly software power efficiency related, but getting a mac makes perfect sense if you want a portable/powerful laptop that can do anything you want it to with great battery life.

That's... No. I've already reinstalled the drivers, and this isn't a Windows issue.

Have you tested any other operating systems? And have you reinstalled windows since the last time you had this issue? If you haven't, then I would suggest reinstalling windows.
You could be having power issues (well I strongly doubt that since you have a 750W power supply, but it's corsair so who knows?), I had a usb power issue myself that only affected my audio devices, switching to an external (wall powered not bus powered) USB hub worked.
Well, if you don't want to reinstall windows, I would suggest an external powered USB hub.
