making a pc for friend not a big deal if i go over budget for 1080p needs to play games like witcher,csgo,lol,military simulators (arma),gta and ww2 games willing to go used if good deal and this pc must be on ddr3 already has 16gb of ddr3 and a case

What sort of budget are we talking here??
If all he needs is 1080P you'll want an RX480 for a GPU, price/performance is brilliant

 

As far as CPU's go, I really have no clue, unless you want to wait for ZEN

Without knowing your budget I really can't recommend a CPU

 

You'll want an i5 minimum, don't bother looking into AMD chips, they are old tech ATM and unless you can get an 8350 secondhand for a freaking amazing price it's not worth it

anywhere from $400 to $1000

So a 480 is $200, an i5 6400 or i5 6500 should be about where to aim at for CPU. case is completely aesthetic and up to your friend, motherboard doesn't need to be overly expensive as he won't be overclocking those chips  . I've always used Antec's HCG lineup of PSU's but I am aware that many people don't like them so again your choice, aim for 700w so you can upgrade in the future if need be.
