Yes, you can either use the very top PCI-E X1 slot (labelled as PCIE x1_1), or the very bottom PCI-E X1 slot (labelled as PCIE x1_3).

I have a 6600K, ASUS Z170-A, GTX 960 and a Gigabyte wifi card (the one that is top of PCPP).

 

What slots should I put those in.

 

Could I put the 960 in a 16x, and the wifi in a 1, or would the 960 have to go in a 8x

Put it at the 1x slot at the bottom then. It'll probably look ugly af, but that would be the next best option.
