i just wanted to ask if the xfx ts 430 is a good power supply and if it can handle amd rx 470?

XFX products are generally quite good. I have a TS 550 Gold and it handles my build flawlessly, as well as leaving ample room for expansion. I'd say you're probably fine, although you may not be able to do Crossfire.

He won't be able to crossfire. That's for 600W and above PSUs.

Isn't the RX 470 a 110W card? Depending on his other components, he might be able to do it.
