1 All plastidips should be non conductive but consult the company that made it or test if not sure
2 Yes that would help but I strongly recommend against painting motherboards parts
3 remove it and mask is a must, Linus did a guide on that, it is pretty much the best way
4 I don't know of any recent ones that are glued, but thermal paste can sometimes become quite hard and act like glue, it should be replaced when that happens but it can be painted in site if you're good at masking.
5 No, not unless your CPU draws a lot power, given it has a 4 only I doubt it, the 8 pin is just for more current for more thirsty CPUs
