Super loud fans

So basically, I have a GTX 760 and an AMD Fx 8300, with a standard heat sink along with 3 corsair fans, that are claimed to be silent, at 19dba noise level. However, my PC is extremely loud, louder than any PC I have heard anywhere. It literally can be heard far outside my room and clearly is a problem. I can't even play an online game without somebody telling me that my $80 sounds like shit because of the background noise. I want my PC to be as quiet as possible. Can anyone help/give me tips? Thanks.

Get a better CPU cooler for starters.

1. Stock amd cooler will always be loud, get an aftermarket cpu cooler for that
2. what are your corsair fans connected to?
- 4 pin molex?
- 3 pin fan header? (mobo)
- 4 pin fan header? (mobo) 
3. what motherboard do you have?

Stock CPU cooler is one to make noise.

 

E: Was really tired when writing this. Stock cooler is obvious one to make most noise. Also GPU fans can be issue, but not unless card is under load. Do as @WoodenMarker says and identify issue. This can be done by unplugging case fans one-by-one or opening case and listening which is the one making noise you hear.
