Simple question, would a Hyper 212 EVO use more watts then my AMD stock cooler.

Look at its specs, it will say.

It would use maybe 1w at the most which will not change anything

If you're gonna overclock an AMD CPU make sure your motherboard has a strong enough power delivery and a heatsink on the Voltage regulation chips.

Nope. Fan headers will provide certain power to fan. Nothing in fan will draw more than whats supplied.
