Just sold my Xeon processors so I have about a 3k budget.   I already have an unopened evga gtx1080 ftw.  I either want a second ftw or titan x.

I have a few cases picked out and am going to get a evga power supply 1200-1500 watt not sure yet.

I want the best mother board ram and CPU.  am also looking for a simple water cooler kit for the CPU.

I would prefer ASUS for the mother board and would like the pcie 2x 16x if possible.   my z820 xeon workstation does 3x  16x.

also wanting some nice wireless headphones

The i7 6700K is the fastest cpu for gaming (In most games). Some cpu heavy games might prefer the extra cores but generally the Skylake i7 is King.

http://www.gamersnexus.net/guides/2488-pci-e-3-x8-vs-x16-performance-impact-on-gpus is a good read when looking at GTX 1080 in x8 vs x16 PCIe configurations.

Given the very marginal difference, (within the margins of error), a faster 4-core cpu would be my choice.

1000W psu is far more than needed. I would suggest considering something around 850W.
