Some cost cutting ideas:

 

If you really want to keep it within budget, forget about the overclocking. Get an i5-6500 with the stock cooler (or inexpensive air cooler such as the CM Hyper 101i) and an B150 or H170 motherboard.

 

Get a cheaper 500watt 80+ bronze power supply.

 

Get 2x4Gigs of RAM instead of 2x8. (or maybe just 1x8 and add a second 8Gig later)

 

Get a cheaper cooler such as a CM Hyper 212, if it fits in the case (and you insist on OC'ing :) ).

A sieve may not hold water, but it will hold another sieve.
