So I ran Heaven Benchmark with IGPU and it maxed out at 45*C.  Are these processors that cool at running under load?

the IGPU can't really do enough work to get substantially hot like a dedicated GPU would, and Heaven Benchmark is largely a GPU stressing program, it does very little against the CPU. If you want to see some CPU heat, run a CPU stresstesting program.
