I thought I would be safer with a 1070 then a r9 285. I remember that the r9 285 used more power than the 1070 at load. I think it was like a 20w difference.

Would my PSU be fine without any overclocking on my 1070?

It should work, but it is a low end psu. Psu are one of the parts that you don't want to go cheap on so I would strongly recommend upgrading to a 650 watt 80+ bronze psu at some point.

i dont think you can get 8000mhz effective memory clock... the highest you can go is probably 4600, if you won the silicon lottery 

 

as for the clock speed, you can OC a lot higher than the factory OC. it'll run just a bit hotter and consume a little more power, but it's very stable at around 2000 mhz. usually 1070s hit their max at 2100 mhz. also you'll notice it'll jump around - that is gpu boost 3.0, new in Pascal cards. this core clock will jump around depending on power target, temp target, voltage range, and OC you set.

basically the silicon in the manufacturing process can be better than intended, thus allowing more headroom for OC. of course you have no way of knowing if the silicon can handle a higher OC until you try it. 

 

yeah i don't know where they got those numbers. it's half that

It's on edge and is clocking itself but it is normal. If you're really really concerned then upgrade your PSU to like 650 or 750
