Are you talking the cheapest new CPU? If so it's probably the AMD Sempron 2650 which costs around $32.

 

If you're talking used then it's whatever you can find

What are you doing? These will be too slow for many web tasks these days. Id look into a low end pentium or a intel n3105 celeron.

The cheapest CPU you can buy new appears to be the Core 2 Duo E8400 on the LGA775 Platform. It'll set you back about $15.

However, if you're building a general purpose machine and are even to do a little light gaming, spend $40 on the Celeron G1840. You won't regret it.
