The cheapest CPU you can buy new appears to be the Core 2 Duo E8400 on the LGA775 Platform. It'll set you back about $15.

However, if you're building a general purpose machine and are even to do a little light gaming, spend $40 on the Celeron G1840. You won't regret it.
