GTA 4 Resolution Stuck

I've GTA IV (Pirated by a friend) with a 'Launcher' as well as a 'Drunk Fix' from 'Razor'. It's GPU support issue is not letting me change the graphics! I've 1070 and game's not changing resolution. Any way I can solve the issue?!

[Yup still playing GTA 4 cause have 'firewalled' internet, so can buy games but can't update/steam play them! (Have purchased DiRT Rally, steam update pending, so can't even play that *Cries*)]

The forum doesn't support pirating and to me this sounds like a pirated only problem

Considering it was made for windows 7/XP the game runs like a dog and looks like one hit by a car. Since the game is modifiable with online modding support I suppose you could just add a resolution the INI file. Don't ask me how to so it. I've tried that, It's with launcher. didn't work
