There are several ways i which the motherboard can influence your overclock. Previous replies mentioned some of them. In addition, you could consider:

- BIOS: what settings can you control from the manufacturer's BIOS? Does it have a simple interface or is it cumbersome?

- Components: what's the quality of the VRM circuit, capacitors, etc? How likely are things you set in BIOS to translate 1 to 1 into actual behavior? How likely are the chokes to start giving off smoke (also related to @frozeNNN's point).

In other words, all Z170 motherboards will have the same chipset and the capability to mess with the multiplier of K CPUs, but other than that things become manufacturer/model specific. Having said that, I can't tell you how much of a difference there is between existing Z170 motherboards today (it could be that all manufacturers went with very similar choices for their Z170 models), you'd need someone with more experience on Z170 boards.
