You have alot of patience I guess. Probably be rendering a while, but heres what I managed, there's NO WINDOWS at all. 

 

The fans will add some extra cooling. Going with Skylake throws in an integrated GPU so you don't need one which saves money. It's not  a pretty or extremely capable PC but it'll work.

 

See what others say.  It gives you room for your laptop but will allow you to edit.

In order to edit and render videos in 30FPS - 4K video, is it possible to build a rig at 570 $ excluding windows. That will get the Job done. Here is something I came up with just picking out items.

Can you build a PC that can handle 4k Video edits at that price? And if not, what kind of PC build is reasonable for editing and rendering videos in 4 K.

It's an editing only rig correct? Aside from basic usage. No gaming?

 

Also is it a $400 budget or $1400?

$1400 is a lot more manageable budget.

Yes. A pure editing Rig. It doesn't have to game at all. It will spend all its use time just getting stuff done.

I would change the case, unless you have it already, to something like the Rosewill Challenger U3 (less expensive with many great features) or Fractal Design R-series (noise dampening and plenty of room.

The SSD will be for your OS and programs while the HDD will be for your files.

You can get the OS key for cheaper on Kinguin or Dealscube and you don't really need Pro but it's up to you.

The GPU is good since it has lots of VRAM (just make sure to enable hardware acceleration).

You can get an ATX board if you'd like but it doesn't increase performance.
