It did this on my R9 380 too, but my 290X Lightning is keeping it's memory at a constant 1400MHz (what I have it clocked to right now). That and the core is hovering at around 1030MHz, and according to the lights on the card all 12+3 power phases are being used even though the card has literally zero load on it.

 

Is it because I have it in LN2 mode? The light is always red (meaning there is heavy load, it changes colors) even though I'm on my desktop or in a browser window. Could that be it? If so, how would my old 380 have been doing the same?

But why would my 380 do the same thing? It wasn't as much of a problem with it because it didn't have 1000 lights telling me that everything was cranked up, but my 290X does. I feel like it's more of a software issue.

 

I think I heard somewhere that if you have dual monitors it can max out your memory clocks, but my second monitor is running off of my iGPU. I also heard it could be something to do with OneDrive, can't remember the exact details though.

Unplug 2nd monitor and check if the clock go down?
