He said license, not a key. If he wants the cheapest way to get Windows up and running without caring whether it's legit or not piracy is better than buying an unlicensed key off some shady gray market seller.

what the difference with licenses and cd keys?

Right now all Windows 10 licenses are $119 [home] - $199 [Pro] USD. 

You can still download the Preview ISO for free... Thing is if you want it to be non preview you will have to purchase a license.

Licenses are legitimate copies of windows you buy from respected retailers like newegg, amazon, frys, best buy, etc. If you're just buying keys on kinguin, g2a, reddit software swap, etc you're buying a number to fool Microsoft into thinking you have a license. But if you're going to do that, you might as well just pirate and do it for free. Windows licenses cost huge OEMs like Dell $50 a pop when they're buying thousands at a time, so it makes no sense that you can get a legitimate license from some random person on reddit or from kinguin for $25.

It is no longer a cd key. 

The new windows comes on a USB. Your windows will verify on installation.

If you get a download link you will be sent your license key to enter when installing.

License is a legal term. Key is the series of characters. Technically a key alone can be illegal due to being unlicensed or licensed to someone other than yourself. Those selling cheap keys more often than not aren't legal.

 

Think of it as the several ways you can acquire a license plate for your new car. You can unscrew one off of someone else's car or you can go to the DMV and apply for one. While technically both ways will result in your car having a license plate which is a requirement for driving on public roads, one of the two will still land you in jail.
