I don't think so, modern coolers aren't that loud though, Noctua and Cryorig have some good low profile coolers though.

Anything's possible. How you you like your CPU today? Over easy? Medium rare? Perhaps lightly seared or blackened?

Prolimatech says very clearly that the cooler is designed to be used with a fan. If you choose not to do so,  it is at your own risk.
