Interesting but serious problem

I have a mix of some new and old parts in a pc build Im doing, all are known good and tested except mobo and power switch so i have the problem that about 50% of boots and all restarts result in all fans spinning up and lights coming on (except those on the keyboard) but nothing else, no beeps(i have a known good speaker on the header and the mobo is fully capable of beeping), no video, nothing, its also not a problem of me being impatient on a slow boot as i have left it in this state for hours hoping for it to sort itself out. up until now i have been able to try it until a proper boot occurs every time i need it but now i need to reinstall windows and restarting is part of this process but all the restarts fail and stop the whole process, help?

So if i understand it correctly it sometimes boots properly and when it does work it's all fine?
