It probably would bottleneck it a bit. Although, it might be somewhat manageable. As for the case, I do not know. Most tier one builders (Dell) use custom size cases that aren't quite a mid tower and usually a bit slimmer. I would look up your computer and find the size of the case, and check that against the measurements of a RX 480.

1: Maybe a little, yes.

2: Probably, we can't be sure. You will have to upgrade the PSU if you want to use the RX 480.

3: Old, but should still work ok.

 

It's a weird case, so I doubt if an RX 480 would fit.

Don't try it.

 

Which dell OptiPlex 790? Dell often have many form factors within the same range, from mini towers to ultra small form factors. The height/length dimensions in the spec sheet don't look good for any of the form factors though. I am not sure what the issue would be, but perhaps there is a hdd cage in the way.

Dell do not typically use standard PSU configurations, so replacing the power supply, which would be necessary, with something suitable is likely not going to be an option.

 

Importantly though the RX 480 took a lot of flak for drawing the full 75W from the motherboards PCIe slot (exceeded it before driver update). This would not normally be something to be concerned about. However, not only will the power supply be pushed to its limits and beyond, dell also often do other things in non-standard ways. Like not rating their motherboards PCIe slots to the full 75W. According to the Optiplex 790 spec sheet, it is rated to 35W (page 19).

If you decide to try, please post photo and video evidence of an RX 480 finally blowing up a motherboard that Nvidia fanboys are desperately waiting for.
