Need help with arduino

Hi, I don`t really knew were to post this but i àm working on a project with programming a chip i bought on ebay, this one in particular: http://www.ebay.com/itm/161863547083?_trksid=p2057872.m2749.l2649&ssPageName=STRK%3AMEBIDX%3AIT#rwid . The project i am working is this, http://www.instructables.com/id/TAP-BOT-for-touch-screen-phones/ . But i have a problem were i get a error message in the arduino software saying " Board at com1 not availible" i would now want to have a helping hand in solving this issue so i can get this working. I have plans for this sucker. In case your wondering i am not going to use this for clash of clans, i have a another idea for this. Hope that someone can help me:)

Did you install drivers for the board?

Some computers do silly things with the com port number the arduino connects to. Try the different com ports the program offers as options.

go to "tools" then "port" and choose the one with the arduino

you do need the drivers installed and you need to restart your pc ( also is the arduino advertised to have the bootloader installed ? )
