Steam Not Responding and Crashing?

So recently I've been seeing some pretty bad problems with steam. Not games or anything, just steam. When going from something like the market to the store, it stops responding and sometimes crashes. This second issue is a smaller one, but when I drag my house across the tabs at the top of steam, it starts to lag and make my mouse jump around. 

 

I do have a skin installed (Metro) but even without it I havent seen a difference..

My steam takes forever to open even on an SSD.

Opening Steam isnt an issue... It opens quite fast. Just the lag issues inside of steam.
