So yeah i been using my EVGA GTX950 2GB for about 7-8 Months and Honestly there are only two Games i really play Dota 2 and CSGO? Question is this should i join the Hype of the New GPU Like the GTX1060 and RX480? cause those card are only on my Budget Range if i really do need it? Do upgrading will gain something or ill just spending cash for nothing?.

Added Info on CSGO i have a 250+ AVG FPS (MAX FPS 300)  and Dota 2 110+ AVG FPS (MAX FPS 120)

or should i get a 144hz Monitor Instead?

Not really, maybe you'd be more interested in getting a GSync monitor or a one with lots of Hz like you say,

Agreed, since your DOTA frames arent at 144+ a 144 Hz monitor would make it look stuttery unless it had GSync

Invest in a gsync 144hz monitor. A 950 and a 4590 is perfect for cs go. Cs go isn't really a heavy game. If you can, maybe getting a small upgrade (like a 960) to get that 140fps+ on dota.

dota only has a fps cap of 120 so i think 120 is the max of the game.

Oh. Alright. Never knew that.

yeah i think you will really not benefit on dota 2 but on CSGO it might do wonders but currently trying to sell my GTX 950 for a Decent Price and Purchase a 1060 or 480.

i really don't think i will be replacing my 4th gen anytime soon.

It is worth considering when buying a new monitor, if you go up to a higher resolution (2560x1440 or 4K) then they will drop your total FPS. So you may not be getting your 100+ FPS in those games with a new monitor. At larger resolutions the 2GB of memory could be the bottleneck. These are really only going to be noticeable if you play any other games, but you should be OK with dotes and csgo.

Upgrading to a 120/140htz 1080p monitor (if you are on a 1080p monitor currently) seems like only a minor change to the experience for the actual cost when the prices of higher resolution monitors are coming down.

You are sort of in a catch-22 where a better monitor could adversely affect performance, but there is no reason to update your GFX card for you current monitor unless you are looking to play more intensive games. The answer may be to keep hold of the cash for the time being.

new gpu won't really help if that's all you play, like what everyone else has said getting a new monitor would be better.

(csgo player to csgo player, go for 144hz instead of higher resolution, resolution won't do much for that game, but better refresh rate will)
