Power saving features can spin down the platters after a prolonged period of being idle, which will cut noise dramatically.

Do 3.5inch mechanical hdd's only make noise when writing or is it reading too?

Whenever the heads move around a lot, so reading and writing (I'm assuming you're

referring to the clacking noise).

They're not very loud though, unless your HDD is crappy or dying. 

 

I can hear mine over my system but, I've got everything configured for silence.

Yup. I get annoyed rather easily by PC noise, and even I barely register

modern drives. I did once have a 10k SCSI drive which, being a server disk,

was extremely loud, not just when reading/writing, but just in general disk

spinning mode. It was fast though. :D
