You can do a lot better if his budget is 700 dollars, like a core i3 and an r9 380. That would be a great match for price to performance gaming. 1080p maxed on the 380, and the i3 should be able to handle anything for a while. Lemme fix that pc part picker up for ya

For $700 you can do a lot better than playing games on medium at 1080p, even if you need a monitor as part of the purchase price. You'll have to watch for those $200 RX 480 4GB though. This is a 1080p high/ultra 60 fps system.
