setting max fps to 60 does not synchronize your GPU and monitor.  So yes, you will get tearing.  There are only two ways to avoid this: V-sync or use an adaptive sync monitor (gsync/freesync).

well if its drawing 45 fps, its going to tear. the only way to eliminate tearing is to get your fps and your monitor to be identical. even a couple fps off in either direction and your tearing is going to be noticable. Some games have settings that can reduce the effect of tearing, but nothing can truely get rid of it other than syncing your games fps to your monitors Hz

try setting the max fps to the horizontal refresh rate of 67hz. for some reason that works for me

well games like overwatch theres really no tearing because i get 90 fps with a 60 hz monitor and there is no tearing so i think it might be the game

I would recommend just lowering your settings a tad in the other game so you can stay above 60 fps all the time. Your game will then limit it to 60 fps and that should be totally in sync with your monitor and eliminate all tearing.

I just use the vsync.  no more tearing.  lose a fractional amount of performance - meh big deal.  I'm used to sub 30 gameplay so to me losing a few percent of 50ish is still an upgrade and hey no more nasty tears too!

There's something cool here - you just can't see it.

Only thing in control panel that helps is setting power option to performance. Some other that can help, but usually are seen smoother gameplay are disabling Aero and other background processes.

V-sync is one of those things that you have to decide on yourself. Do you prefer no screen tearing with slightly higher input lag and some frame drops, or do you want the higher FPS and lower lag but living with screen tearing?

Just outta curiosity, what framerates are you getting with v-sync disabled?

When in doubt, re-format.
