Where does this plug into? AC 97

It's an old audio connection, it was replaced by the HD Audio connector. If you're using the HD Audio connector you can just ignore the AC 97, I don't even know of any motherboards that still support it but case manufacturers keep including it for some reason.

Sorry if this is stupid but can it be cut off like with scissors

You can since that connector is basically obsolete theses days, just be sure to either snip it off very close to the other connector or insulate the ends as to not have it short out to something else.

How do i insulate the ends? Electrical tape or something?

You you cut them flush to the connector or crimp you could leave it since it wouldn't touch but ideally putting small heatshrink on those wire individually would work if they are left long.
