Right so this post kind of carries on with my previous post but this time I have one question to ask. 
So basically my friends pc has more room than mine and more fans which it also manages to stay cooler than mine yet his gpu's managed to do that thing where the base loses just the green colour and you can see lines through it. I dont know what thats called but all I know is that the gpu still works but I would like to ask is it safe to use? and if I were to get one in my more cramped case with less cooling would it break?

750 Tis are pretty temperature efficient, so I don't see a problem with running them in cramped spaces, but it's always important to monitor your graphics temperature as you use it

He didn't spill liquid on it but it looks as though it melted overtime although it hasnt.

i still have no idea what you're talking about, but i know if you have 2 fans, placed properly, working, and no major obstructions to create decent airflow, you are fine.  The gpu should have 0.5 inch infront of fan for best results, but even then, doesn't really matter too much.  I dont see how your 750 is melting...  Just have decent cable management, and you will be fine.  

 

Mine is a mid atx, 2 fans, gtx 950, running 80%cpu all day on a $20 3rd party cpu cooler, and a evga gtx 950, where the fans barely run even when gaming.  even that is sufficiently cool, and the GPU is running 60 degrees before fan turns on, so there is a lot of heat coming out of that, yet the 2 pc fans are taking care of it.  just fyi.  so no, unless you do something dumb, your pc should be fine.  i have no idea what your friend did.
