My friend has a fx-6300 3.5ghz on a msi 970 gaming motherboard. The processor says 3.5ghz max, but in cpuid  it says 1400mhz, and in task manager it says 1.33ghz. Why won't it go higher? I've changed the power options and set the cpu min and max to 75% and 100%, but it doesn't change anything. It's liquid cooled so I dont see a heating issue, and there are 5 fans in the case. 1 going over the harddrive area, 1 bringing cooler air across the mobo  and 1 in front of the mobo blowing air onto the board, and 2 exhast. (I'm not including the fan on the liquid cooling, but it's exhaust as well) please help me get the 3.5ghz back for him. I also made sure that the 8pin power was connected in the cpu slot.

Check on the bios if it is underclocked.

Modern CPUs downclock themselves at idle to save power and to run cooler/quieter. Just start up a game or benchmark like Cinebench and you'll see it go to 3.5GHz

Thank you all. I will try cinebench first, then I'll check the bios to see if energy saver or something is turned on, and also to see if it's undercooked there

If it works fine in Cinebench I wouldn't bother with settings. Leave them on as they also prolong the CPU's lifespan

my 8350 underclocks at idle to 1.4 GHz and turns off cores. Totally normal

Even in fine bench it utilizes 40% and 1.33 ghz still. Checked bios, and it doesn't say it's over clocked or underclocked

It's a cx 430. The cpu is 95 watt, and the gpu is my old gtx 750 ti and that's 6o watts. 1 harddrive, 1 ssd, 1 regular cd drove, and that's it. Well that and a few fans

well the thing is, hes been using that PSU for 8 months and in the beginning it was at 3.5Ghz the whole way, including the turbo. only just recently did it start saying 1.33Ghz

That's for PSUs that are actually worth a damn, fire crackers like the CX don't last as long

The PSU is fine.. it's cheap entry, but it does it's job.

This is far different from some china-noname crap.

 

The CPU should not throttle. If the Hardware draws more Power, than the PSU can "hold"  the PC will simply shut down.

 

And tbh... the CPU should draw max around 100 watt during full Load. With the Rest of the PC it might be 120-150 watt.

 Sorry, but an 430 Watt psu.. even after 5-8 Years it will handle 150 watt easy peasy. No way, components can degenerate THIS much.

 

The Problem has to be somewhere else:

 

Can you check what Voltage is applied in the Bios?

Can you check, what the CPU Core Temperature is during Load?

Maybe the Cooler is defective or full of Dust. Just beieng Liquid doesnt mean shit ;) Especially if it's a "cheap AiO crap for 50 bucks".

16C is base heat, and underload at 1.33Ghz, it might go up to 30C. like i said, its in an AC room with liquid cooling.

when posting it sometimes says the CPU speed and memory size on the screen if not in the BIOS what CPU does the CPU report?
