It means it's out of stock at the retailers the website you're using use.

I look at the list is this one on it EVGA 600B 600W 80+ Bronze Certified ATX Power Supplywould you consider my buld a low end buld

I would not. The EVGA 650GQ or Seasonic S12 would be the minimum I would dare go with a GPU as good as yours.
