Architecture IPC

I was curious if a CPU's IPC was based on it's architecture or if its a per CPU thing.

Like would an I5 4690k clocked at 4 ghz be as fast as an I7 4790k clocked at the same, assuming the hyperthreading wasnt being taken advantage of?

You could say the peak IPC is architecture based. In practice, other factors can start to influence performance like cache speed and size, and ram speeds.
