Why 1866? Just go on pcpartpicker and get the cheapest 1600mhz memory for the cheapest price that suits your colour scheme.

Find 1600mhz memory for cheap, in whatever color you want, buy it.

Don't buy 16GB if you aren't going to need it. If you're not sure if you need it, you probably don't need it.

If you aren't building a AMD APU system or a server, buy 1600MHz CL9 ram.

 

With regards to your actual question, there are others here who will answer it far better.
