According to the page:

Best thing to do would be to contact outletPC support to verify, as that says it's an "OEM" copy of Windows, and I'm not sure if there are additional restrictions on it because of that.

I don't know the store, so I can't comment on that.

 

It is OEM license of Windows, so keep in mind that you pay less, but you won't have the nice box, nor the ability to transfer the license to a new system. It will lock to your motherboard. So you can change your RAM, GPU, HDD/SSD and all that just fine, but not the motherboard. So if you plan to change your system soon, it not a good purchase. If this is for your new system, and you plan to keep it for more than 3 years (well the motherboard at least), than yea.
