In terms of overall gaming performance, the Intel Core i5-4460 3.2GHz is massively better than the AMD Athlon X4 860K when it comes to running the latest games.

If you can be bothered with reinstalling and reactivating windows on the new mobo I say why not?

And on those games, you probably won't notice the change, though there will be one.

GTA V will likely see some improvements as will CS:GO (even though an extra 100 on 1000 doesn't make a difference), but Rust may not.

When you have a new motherboard, you'll need to. Windows licenses are tied to the Mobo, and if you only have a OEM copy, you'll need to buy a new key.

CPU swaps are usually fine. I've swapped CPUs and windows has accepted it with no problem.
