If you have the OS disc, I would use it and format the drive before clean installing.

Do you know what's slowing your computer down though?

Get a SSD for the OS if you haven't yet. Will instantly make your system more responsive.

In what stuff? OS? Reinstall is fastest way. Other things are running CCleaner and defragging HDD. Games? Drop resolution and gfx settings. As a whole? Newer hardware.
