I doubt it, it may be you are maxing something out on your computer.  Not enough ram or vram could be an issue.  CPUs don't really bottleneck that often unless you have something from 10 years ago.

I don't know what everyone else is talking about. It's probably because of VSync. If you go even one frame under your refresh rate, your frame rates will be cut in half. Your GPU osn't very powerful so it's going to drop under your refresh rate a lot. Turning off VSync will help though.

100% your graphics card is not powerful enough.  What games do you drop frames in?

Yeah it is your graphics card PayDay 2 and BO2 shouldn't be that bad just lower the settings but Dying Light is probably killing your card.

Would you rather have shitty frame rates or screen tearing? You have to compromise somewhere or get a new card.

I was thinking about getting a GTX 1070 but i was afraid the frame rate in games would drop because of V-sync.

It's dropping because of your card isn't good enough to maintain 60FPS, so a 1070 would probably fix it.

The only reason they would drop is because V-sync limits the frame rate to the refresh rate of your monitor so if your GPU can't run the game at above 60 fps constantly it'll cause issues. But the 1070 is a great choice for 1080p and 1440p gaming and if you are having problems with v-sync frame drops just turn v-sync off.
