well mineral oil doesn't count as "submersible".  PC's aren't "submersible" either and they work just fine in mineral oil ;)

 

That being said, mineral oil doesn't pump the same as water does since it is thicker.  You won't be able to get great flow rates with any watercooling pump but it will probably get the job done as good as any other.  I haven't researched pumps for mineral oil builds though since I gave that dream up a while ago... thanks for re-sparking it haha

It's the same as why can you have the entire PC in the oil, the pump itself is just sitting in lubricant so it will also be actively cooled by it while pumping around the fluid.
