You could upgrade a bit of everything but ill give you some guidelines

 

Upgrading the GPU (To something like a GTX 950 for example)

-Cheap as you won't need to upgrade anything else

-Performance increase but will probably encounter a CPU bottleneck 

 

Upgrading the CPU (To something like a Haswell i5 or Skylake i3)

-Expensive as you will need to upgrade the mainboard(motherboard) and ram.

-Smaller performance increase but will let you upgrade to higher-end GPUs without worrying about a bottleneck

 

If you aren't gaming however and mostly just do web browsing than a SSD upgrade will be the best, something like the Adata SP550 or Samsung 850 evo (240/250GB).

 

What is your budget for this upgrade/new PC?

If you want to rebuild the machine part by part then you should start at the heart of it, the CPU.

And if it's a upgrade once kinda situation you'll likely see the biggest fps increase from a GPU upgrade

You could do both with 300$ or you can grab either one and an SSD (will make loading times in games faster and will make the PC boot faster).

Sorry but 3 more questions.

1. You live in England, but your budget is 300$, was it a typo so 300£ or is your budget ~233£?

2. Will you upgrade at a later time? So for 300$ (or whatever you meant) can be used for foundation upgrades like CPU,RAM and Motherboard. Or will those 300$ be everything you'll be spending on the PC for the foreseeable future? 

3. Intended use? Gaming? Office work? Web browsing?

You can reuse the hard drive, cd drive, case and network card. The other parts are not really keepers.

Depending on the games you could reuse the gtx 550ti.
