if anyone ever has a similar issue, delete the tp link drivers, if you use a tp link wireless card. If that doesnt work, try out everything i did beforehand.

The problem is that CSGO uses so tiny amounts of gpu resources, some gpus sometimes dont even go into higher clocks thus causing low fps...Either set the gpu in performance mode for csgo or wait for driver update
