Is this normal?

It's a little more than slight.

Boards sagging like that are a normal experience due to the weight of the cooler. My 970 sags as well.

Is this normal for a Gigabyte HD 7970? I am worried that the PCIe slot will break off my ASUS Z170-A mobo.

Are you referring to the slight bending of the card?

There are ways to attempt to remedy the scenario - fishing line, acrylic GPU braces, etc.
