Technically yes, speeds aren't just meaningless, but a given user won't notice a difference at all as long as the rest of the PC supports the speed.

Makes a massive difference if you need it, doesn't make a difference if you don't. Somewhat higher speed grades don't cost much more, so worth a look if your mobo supports it.

Compute activities where the working data set is greater than the CPU cache. In my case, finding large prime numbers, similar in loading to Prime95. There may be others but that is one of interest to me.
